What is a blue screen?
A blue screen is simply a web page filled edge to edge with one solid color — Blue, hex #0000FF, or rgb(0, 0, 255). It is a dark, cool color: in HSL it sits at 240° hue, 100% saturation and 50% lightness, and its relative luminance is 7.2%. blue is one of the standard CSS color names, so it renders identically in every browser.
Turning a display into a single flat color is more useful than it sounds — as a light source, a test pattern, a video or photo backdrop, or ambient lighting. This page is that color, ready to open full screen or download, with no app to install and nothing uploaded anywhere.

Bias lighting behind a TV or monitor
A dim blue or blue-white screen placed behind your display acts as bias lighting: it raises the light level around the screen so the on-screen contrast feels gentler, which measurably reduces eye strain in a dark room. An old phone or tablet running a blue screen is an easy way to do it.
